Server owners can see how uploads are handled and switch video avatars off, and you're told when an avatar couldn't be used.

Server settings have an Uploads section. It says whether new pictures and videos are checked in a sandbox on this server, and has a switch for video avatars and banners, greyed out with the reason where the server can't convert video.

The avatar and banner pickers only offer video where one of your servers takes it, and a video only goes to those servers. The others keep what you had.
- Fixed
If an avatar or banner can't be processed, you're told, and your old one stays. Before, it just never showed up.
