An encrypted DM sent while the server restarts waits and goes out once, instead of failing or arriving twice.

Link a device: the new device shows a QR code and a short code. Scan it with your phone or type the code on a signed-in computer, check the emoji match, and approve. The new device signs in with the same keys, joins your servers and gets your encrypted DM history.
Your other devices tell you when a new one is linked, with Remove right there. Linking warns you first if a server already has five of your devices.
Settings > Security lists your devices for encrypted DMs on each server. A device you remove stays removed.
